We measure all shoes/models ourselves each season with an internal measuring device. We measure the actual space inside the shoe, not the insole. The insole can be both larger or smaller than our measurements. In some cases, the insole is slightly smaller than the space inside the shoes, and in other cases, it can be slightly larger, causing it to fold a bit inside the boot.
